February - Diehl was to provide potential zone or site plan modifications to his project.
March 30 - Terry Diehl asking for updates via Mark Garza (Wasatch Pacific), via Mike Black
April 21 – Steve McCuthcan sent a draft of the Canyon Resort Residential Zone for Micheal Black’s (Planning Director) initial review Initial review by Mike Black.
April (date unknown) – Michael wrote Councilman Bruce Jones. Call from resident asking about Tavaci. Mike’s response that Tavaci is not doing anything right now
June 17 – Bruce Jones asking Terry Diehl to provide additional info regarding amending the general plan and zoning.
June 22 – Terry Diehl asking for a final draft on the Resort Residential Ordinance
July 30 – Michael writes about surveyors to go up to Diehl’s property, but to be sensitive to his property. “this isn’t a survey to a build job, but rather a survey to give information about a build job that could be decided into the future.”
August 11 – Bruce Jones to the mayor and Mike Black and city manager, to discuss the proposed new zone from the planning commission and how it might be applied. Mention of spreading the concept to other areas such as gravel pit and canyon racquet club.
August 18 – discussion of credit for property originally dedicated as open space to count towards his rezone.
August 25 – “the contemplated zone begins with only one project”
August 26 – Councilman Don Antczak believes the dialogue with the developer should be with the entire Council. They don’t want accusations flying that this is a back room deal. The conversation was between one or two council members.
September 2 – “the ordinance was not drafted by the city and there was no preliminary discussions with the City Council or Planning Commission prior to the presentation”
Mayor Cullimore regrettably states if the zone was a city initiated process it should have come from the city, not the developer.
September 3 – Mike states Tavaci presented the original ordinance. Terry Diehl has expectations on timing of the process
October 3 – Bruce has requested Guy Dreier, architect of Tavaci to come present his design for Tavaci.
October 8 – Email from Greg Curtis to Mike Black/Greg’s attempt at a draft ordinance. Greg has made the ordinance site specific.
October 13 – City Council Meeting sees presentation for design concepts for Tavaci Development.
October 13 – Mayor Cullimore states the council has postponed consideration of a new ordinance until they could reach a comfort level, mentioning the zone was more colored to accommodate Tavaci than other properties.
October 13 - City initiated ordinances should come from the council, not an individual councilman. Councilman Bruce Jones pressed Mike Black for actions. City Processes were not followed in the recommendation of this ordinance.
October 14 – Jennifer Sanchez Salt Lake Tribune publishes article “Cottonwood holds off on new canyon zoning”
October 20 – Bruce Jones writes to Mike Black about how critical it is to have the opportunity to complete the general plan amendment and zoning consideration before years end (while I am still around)
October 21 – City officials discussing the Cottonwood/Holladay Journal article.
October 23 – Bruce Jones asking Mike Black to get the zone decision completed by the December 29 meeting.
From the email it is apparent that Diehl has expectations as to a timeline.

Mayor Cullimore writes in an email to “try to lay out a timeline for getting to the end of the process so the developer can have an idea of what to expect.”

November 10 – City Council receives updated draft ordinance, it is reviewed at meeting by Michael Black
November 17 – City Council and Planning Commission hold joint meeting to go over the draft ordinance
December 8 - Scheduled Public Hearing was rescheduled for January 12, 2010 (time and location TBA).
